POST/verify/{id}/resend
POST /verify/{id}/resend: a new code for an open verification, after 60 seconds, up to 3 sends.
A new code for the same verification (1 credit): the old one stops working, expires_at moves 10 minutes out, attempts_left is NOT reset. No body. 429 VERIFY_COOLDOWN inside 60 seconds of the last send (read Retry-After); 409 VERIFY_MAX_SENDS after the third send; 409 VERIFY_CLOSED once the verification is approved, failed or expired. The sender is re-checked, so a sender revoked since the start answers 403 SENDER_NOT_APPROVED.
